Elizabeth Misa brings extensive experience to Brown & Weinraub, having served in both the public and private sector in health care for over 20 years.
Prior to transitioning to lobbying and government relations, Liz served as the Deputy Medicaid Director at the New York State Department of Health for more than seven years. In this pivotal role, she played an instrumental part in the day-to-day operations of the Office of Health Insurance Programs (OHIP),overseeing a substantial Medicaid program with an annual budget exceeding $60billion and a dedicated staff of over 1,000 professionals. Her leadership and strategic vision contributed significantly to Medicaid redesign efforts, as well as various healthcare transformation initiatives that addressed critical areas such as Medicaid policy, transportation, housing, and the social determinants of health.
Liz's comprehensive understanding of the state budget process is a hallmark of her career. While at the New York State Department of Health, she was deeply involved in the development, analysis, and negotiation of the Medicaid budget. Her earlier experience includes a five-year tenure with the New York State Assembly Ways & Means Committee, where she specialized in the intricate dynamics of state budgeting, gaining valuable insights into the legislative process and budgetary impacts on healthcare programs.
In2021, Liz earned recognition as a “Power Player in Healthcare” by Politics NY and landed a coveted spot on the Health Care Power 100 List in 2022 and 2023.
Liz holds a master’s degree in public administration from theNelson A. Rockefeller College of Public Affairs and Policy and a bachelor’sdegree in sociology from the State University of New York, University atAlbany.
