Prior to transitioning to lobbying and government relations, Liz served as the Deputy Medicaid Director at the New York State Department of Health for more than seven years. In this pivotal role, she played an instrumental part in the day-to-day operations of the Office of Health Insurance Programs (OHIP), overseeing a substantial Medicaid program with an annual budget exceeding $60 billion and a dedicated staff of over 1,000 professionals. While at the New York State Department of Health, she was deeply involved in the development, analysis, and negotiation of the Medicaid budget. Her earlier experience includes a five-year tenure with the New York State Assembly Ways & Means Committee. In 2021, Liz earned recognition as a “Power Player in Healthcare” by Politics NY and landed a coveted spot on the Health Care Power 100 List in 2022. While at the Department, Liz co-authored a piece in the New England Journal of Medicine, titled “Housing as Health Care: NY’s Boundary-Crossing Experiment.” This groundbreaking work explores the intertwining of housing and health, advocating for a holistic approach to healthcare that recognizes the profound impact of living conditions on health outcomes. Liz will bring her unique experience and skillset to counsel all of our clients and will be a key advisor to Brown & Weinraub’s health care practice.
